Why Are CAS Calculators Banned on Some Exams?

CAS calculators are treated differently because they can manipulate algebra symbolically. That single feature is why two calculators with nearly identical names can have opposite exam verdicts: TI-Nspire CX II may be allowed, while TI-Nspire CX II CAS may be banned.
